Let’s take a tour by exploring the setup of Zones and Geo zones.
Log in to your admin panel and go to System> Localization> Zones. Obviously, all zones are already on the list, so no need to add more!
Geo-zone to help you define a region to customize to include the region of your choice.
Navigate to admin > Localization > Geo Zones, and it'll display the list of geo-zones as default. You can create the new Geo zone.
You can add zones from many countries. This allows you to create a set for a specific area or region for shipping. E.g. India is divided into parts of the states. States are called zones here

Geo Zone Name: Add your Geolocation name
Description: Give a short description of geo zone.
Click the + button to add a new geo zone.
County: Choose the zone country.
Zone: You can select the zone of the selected country
Now our country, zone and geo zone are ready, let's create particular zones of weight base shipping
Next, Setup the weight base shipping
Rates: This includes standard weight: Cost, Weight: Cost, Weight: Cost etc. (so if you want to ship 1kg for Rs.30, you have to enter at 1: 30.00)
Status: Decide whether to enable this shipping for this geo zone.
Finally, check that zones rates and status are filled and pressing the 'Save' button in the upper right corner will save the information.
Congratulations !!! Now your store shipping calculation is enabled for your customer, which will help your customers make informed decisions before they make a purchase.
